Shoals features extensive shallow water areas that infantry can cross but cavalry cannot. The shallow terrain fundamentally changes the mobility dynamic. Infantry-heavy civs dominate. Cavalry civs lose their speed advantage. Archer civs can position on dry land for cover. Expect infantry-focused games with creative use of terrain.
